			<content:encoded><![CDATA[<p>Tavish Scott, Shetland MSP and former leader of the Scottish Liberal Democrats, heard from senior Scottish civil servants at the Public Audit Committee this morning that Sir Peter Housden has made it clear that independence is the number one priority for the Scottish Government and the civil service.</p>
<p>Mr Scott raised the issue of civil service impartiality after Sir Peter was accused of showing bias towards the political stance of the SNP and a senior SNP MSP boasted that a top British civil servant expects Alex Salmond to win the referendum on Scotland</p>

			<content:encoded><![CDATA[<p>Scottish Liberal Democrat MSP for Shetland, Tavish Scott, and Liberal Democrat MEP for Scotland, George Lyon have called for urgent clarification on the announcement by the European Commission, on proposed changes to laws which could cut the number of days that Scottish skippers can put to sea.</p>
<p>The regulation, signed on Wednesday, states: &#8220;Certain member states have exceeded their fishing effort allocation for the year 2010. It is therefore appropriate to operate deductions from the fishing effort allocated to them in the year 2011.&#8221;</p>

<p>That the Parliament recognises Armed Forces Day on 25 June 2011; welcomes this occasion as an opportunity for members of the public to show their appreciation for armed forces personnel who risk their lives to defend peace, promote freedom and make the world a safer place; believes the armed forces to be the finest in the world and a credit to the country, and hopes that the Scottish public will get involved in Armed Forces Day events across Scotland to mark this important occasion, the highlight of which will take place in Edinburgh, culminating in a parade of up to 1,500 serving personnel, veterans and cadets down the Royal Mile from the Castle Esplanade to Holyrood Park.</p>
